Concerns regarding the "Copilot Hover" feature being enabled by default

I recently found the "Generate Copilot Summary" feature in the hover tooltip enabled by default even though I have not installed the Copilot extension.
This immediately raised concerns regarding code privacy to me. I have done a quick search on the README, release note, and the description of the settings, but it was not clear whether this feature may send any data to Copilot server or it will not work until Copilot extension is installed.

Could someone elaborate and hopefully make it an opt-in feature instead of enabling it silently without mentioning anywhere in the available documents?

@tokoro10g That is fixed in #13238 with 1.24.0. It won't work without Copilot enabled -- the bug is that it's incorrectly showing the link when it should not. The reason you're seeing it is that there was/is an incorrect experiment filter set which was supposed to exclude 1.23.6 which doesn't have the fix that 1.24.0 has. There is no privacy risk/issue if you don't have Copilot installed/enabled.
