How to reuse the editing tools in VSCode Copilot when development chatPartcipant?

Code editing tools like create_file can't be directly invoked by vscode.lm.invoke. It needs special setup context
So what should the other extension do? Do they need to develop their own tool to use the code diff (accept & keep option) when using Copilot?
