Adopt Terrapin for crates #195031

@joaomoreno Given AZDO now supports Cargo, we should leverage the same mechanism as we do for npm and get our packages from there.
@connor4312 We should use the official MSFT rust toolchain, which includes using the internal cargo mirror. Back in November I asked for them to support arm64 agents, and in December they said it would be 1-2 months. Hasn't happened yet, I just pinged them again.
