I think setting "ExtensionRecommendations": false should also disable extensions.getAddons.showPane and extensions.htmlaboutaddons.recommendations.enabled.

So ExtensionRecommendations in UserMessaging is meant to cover that little popup that appears as you browser to recommend extensions. It's in preferences:
