deps: add ngtcp2 version.h

This commit adds ngtcp2 version.h. This file is generated by the ngtcp2
build and gitignored. This is only a temporary solution to allow others
to progress with development and will be revisited to se how we can
generate this header file like ngtcp2 build does.
