[Package Renames] Expose popularity transfers in search

Expose popularity transfers on the /search/query endpoint.

Expose the popularity transfer auxiliary file metadata on the /search/diag endpoint.

Consider decreasing the auxiliary file reload cadence to something like once every 10 minutes.
