Use semver 1.0 for Chocolatey package

We were unable to publish our nunit-console-runner package on chocolatey.org for the first beta because that site doesn't support semver 2.0. To continue to use the chocolatey community site, we'll need to use semver 1.0 for the chocolatey package.

NOTE: This will also apply to the chocolatey packages for each of our pluggable agents if we want to push pre-releases to chocolatey.

I fixed the ConsoleRunner Chocolatey package to use a legacy format: 4.0.0-beta001.

However, the tests still won't pass because the package has dependencies on our two agents, versioned as 4.0.0-beta.1.

As the simplest way to fix this immediately, I'll create a full 4.0.0 release of each agent. We're ready for that anyway.

Once the immediate problem is fixed, I'll look to generalizing the solution to include the agents.

This issue has been resolved in version 4.0.0-beta.2
