The default timeout for tests is 10 minutes. This PR explicitly sets the timeout for tests to 1 minute. The tests normally take around 30 seconds to run, so a minute should be plenty. The reason this is useful is in cases where tests timeout for whatever reason. In that case, this change shortens the feedback loop to a minute rather than 10 minutes.
