Plan to branch from master July 18th (unknown time), and only accept bugfixes onto release branch after that.
- updating the release date to a more realistic Oct 4th.
- Posting rc3 Otc 5th. We still have an issue on btl/vader that affects i386, and may affect more than that: open-mpi/ompi#5842
- Hoping to release today, updating date to Nov 6, 2018.
