This seems to be an API-level validation issue, but the main problem is the UX.
When a whitespace-only value is submitted via the Actions UI,
the request fails with a 400 error before the workflow runs,
and the UI does not surface any validation message.
Instead, the page appears to break.
Even if whitespace-only values are considered invalid,
the UI should prevent submission or display a clear validation error.
