Scenario

Workflow using matrix can be created on-the-fly.

My use-case creates a matrix that can be empty. If that scenario happens, GitHub UX displays “Waiting for pending jobs” instead of a better message about the job not having an input or perhaps "Skipped".

Impact

The user may be mislead about the outcome of the workflow.

Request

Better messaging for empty matrixes being passed to a job.
