Describe the feature or potential improvement

This feature will add a tool management interface that will allow users to manage tools the same way they manage prompts. It will also add tool linking to the prompts interface, such that tools can be attached to prompts. Associated API endpoints will be added to enable programmatic access.

I believe this will be helpful for non-technical users to improve/qa tool descriptions, and better understand their relationship to the system as a whole.
