Google Analytics policy requires folks show a consent banner if there's any possibility that folks from Europe visit the site. https://support.google.com/tagmanager/answer/13802165

In past personal projects, I've used https://www.termsfeed.com/ but I imagine it wouldn't be too hard to show a banner the first time someone visits the site and only conditionally load the Analytics JavaScript if someone selects the allow option.

Alternatively, maybe we configure the tag to just always be in that "advanced" cookieless pings state?
