Transfer ownership of msgen on TestPyPI

I am an owner of "msgen" on pypi.org as jbagga but I do not have access to the test instance at test.pypi.org.

I'd like to request to be added as an owner to "msgen" on TestPyPI (username: jbagga). The current maintainer on TestPyPI for "msgen" is a retired account.
