PEP 484 and the typeshed repo

The PEP should mention https://github.com/JukkaL/typeshed/ as the shared repository for stubs. There are many other issues that could be raised about stubs, e.g. to which version of Python or a 3rd party package they apply, and what the package's author/owner thinks of stubs, but those things don't need to be standardized or even mentioned in the PEP -- this will have to be sorted out by the typeshed owners over time. (Maybe the owner of typeshed should be the https://github.com/python/ group?)
