Use rapids-github-fetch in ci/check_style.sh (#255)

Contributes to rapidsai/build-planning#347

This PR uses `rapids-github-fetch` to download the cmake-format config in `ci/check_style.sh`.
It tries an authenticated `gh` request first, which avoids the rate limits applied to unauthenticated downloads from `raw.githubusercontent.com`.
