What is the expected behaviro for comment_width = 0? Docs are confusing

The docs say

Note: A value of 0 results in wrap_comments being applied regardless of a line's width.

If the wrapping still happens, what length gets used instead?

I get wrapping with:

unstable_features = true
comment_width = 60
wrap_comments = true

but not with

unstable_features = true
comment_width = 0
max_width = 60
wrap_comments = true

Based on the implementation I actually think the current behavior is the exact opposite from the docs. I don't think any wrapping will occur if we can't fit the wrapped value within the comment_width when trying to wrap comments.

As it is unstable, what do we want the behavior to be?

My thought would be that we want the behavior listed in the docs. So setting comment_width=0 along with wrap_comments=true would result in the following:

// hello world!

// hello
// world!

Not too sure where that is applicable to special case.

Also unsure how readers are meant to take "wrap regardless of the line's length". This is a field for comment width, not tied to max line length that a comment can fit on.

Also, overall, it likely doesn't matter at this point since it is unstable. One route is to update the docs to match reality and note this in the tracking issue to figure out what to do.
