basemap doesn't "pip install" cleanly under python 3.13.

It probably has to do with some of their pinned upper limits for basemap dependencies. It may not be numpy 2.0 compatible yet, but even with numpy 1.26.4 installed, it still fails to build. I've opened an issue on their github: matplotlib/basemap#608

basemap is very close to releasing binary wheels to pypi. It appears we will still have issues with their dependency 'pyproj' and maybe still NetCDF4 on MacOS Ventura/Python 3.13. At least pyproj installed OK from conda....
