Let's do it in a follow-up to the PR to add support for rolldown. It will create a large diff so I don't want it to make the existing PR hard to review

I looked at this briefly and I think we can do this for the load hook? Not sure if we can do this for the resolveId hook unless they also let us filter by the importer property.
