The spec has been fairly stable for some time, though we've continued to make good progress in this group in offering more precision to regulators and implementers in the spec and Legal and Implementation Guide.

Also, it's worth noting that California recently passed legislation mandating that all web browsers offer a universal opt-out tool starting in January 2027. That offers a compelling justification to have a defined standard that browsers can reliably and consistently implement and sites can reliably and consistently respond to.

We should discuss a timeline and prerequisites for advancing the spec to Candidate Recommendation. There are a couple of long-standing issues that we still need to make some decisions on, but there are also a number of lingering issues that I think there is agreement on that I think we can close (I've flagged a number of those latter issues to be added to the agenda for the next Working Group meeting).
