Fix Typos in CHANGELOG.md and mock_circuits.hpp

Description

This pull request fixes minor typos in the following files:

1. CHANGELOG.md:

   • Removed a duplicate entry for:
     • "Remove unnecessary calls to pedersen__init" (#3079)
   • The duplicate entry appeared twice in the file.

2. mock_circuits.hpp:

   • Corrected a typo in a @brief comment.
     • Original: proof constuction
     • Fixed: proof construction

Impact

These changes are purely documentation-related and do not affect functionality or performance.
