Adds the 74x137 and 74x237 3 to 8 latched input demultiplexers. The latch enable pin is maybe inverted, I couldn't figure out which was is the correct way, but I was working on based this document: https://www.ti.com/lit/ds/symlink/cd54hc237.pdf
