What this PR does
Adds a new package for GetFEM v5.4.4.
GetFEM is an open source C++ library for solving systems of linear and
nonlinear partial differential equations with the finite element method.
It works in arbitrary dimension (1D, 2D, 3D) and provides Python, Scilab,
Octave and Matlab interfaces. It is widely used in the HPC and scientific
computing community for FEM simulations.
