Main goals : Prepare for V5 by moving all possible system code into Core sprinkle

Preparing for V5

Drop PHP 7.1 support.
Raised NodeJS and NPM version requirement.
Remove deprecated methods (code cleanup)
Updated wikimedia/composer-merge-plugin, add support for Composer 2
