Add `LiveStreamUpload` feature

It is an enhanced StreamUpload with live video from camera.

It should work like logrotate with a delay duration.

for example, filename is /video/0chain_quickstart.avi and delay is 5s (5s is default value).
1st 5s, a video file which name is /video/0chain_quickstart.1.avi will be uploaded with a thumbnail which name is /video/0chain_quickstart.1.jpg by StreamUpload
2nd 5s , a new video file which name is /video/0chain_quickstart.2.avi will be uploaded with a thumbnail which name is /video/0chain_quickstart.2.jpg by StreamUpload
