Card/Set Explorer + Builder

Add a screen that lets users browse the card sets and their cards.
Part of this could also be a Card Set builder where users could create their own cards that get added to the game. This might need to be split into its own issue since this could easily cascade into a whole community feature where users could create/share their own sets.
