Read Tabular data from NEXRAD Level III NTV, NCR, NMD, and NST

I work for the NEXRAD NWS Radar Operations Center. My work email is paul.mccrone@noaa.gov
I would like to read in the tabular data in the level III Tornado Detection data (NTV), the Combined Attributes Table from the Composite Reflectivity (NCR), the mesocyclone detection algorithm (NMD) and the Storm Cell Identification and Tracking product (SCIT) or NST.

Describe the solution you'd like
I would like an elegant way to extract that data as a pandas data frame.

Describe alternatives you've considered
I have written python code that converts all these into both csv data and kml plottable files. I will share this if you want.
