Cleanup: Remove level3 retries #10652
Description
With https://github.com/Automattic/transact-platform-server/pull/7388 deployed, there is no need to retry requests without level3 data, as those retries will happen server-side.
Acceptance criteria
- Those lines are removed.
- In case of incorrect Level3 calculations, payments do not fail.
