Description
Bump MSAL to 1.31.0 (AzureAD/microsoft-authentication-library-for-python#742) to adopt AzureAD/microsoft-authentication-library-for-python#731.
IDENTITY_ENDPOINTandIMDS_ENDPOINTenv vars may not be present on Linux Arc-enabled servers. AzureAD/microsoft-authentication-library-for-python#731 added another detection method which checks/var/opt/azcmagent/bin/himdsand returns the token endpointhttp://localhost:40342/metadata/identity/oauth2/token. This makes #29187 work on Linux Arc-enabled servers.
