Update Azure.Identity and Microsoft.IdentityModel to supported version

Azure.Identity/1.14.2 is deprecated as MSAL has ended support for the transitive versions. We need to update the host to a supported version.

Extensions are also upgrading to LTS (https://aka.ms/identitymodel/lts)

This change will indirectly bump major version of Microsoft.IdentityModel.Abstractions.dll: 6.x to 8.x in the extension bundle. This is a shared package between several extensions via Azure.Identity or Microsoft.Data.SqlClient or System.IdentityModel.Tokens.Jwt or similar identity libraries.
