Description of the new feature

Connect-AzConnectedMachine does not support the Private Link Scope property like the azcmagent.exe executable does (--private-link-scope).

Proposed implementation details (optional)

Add the ability to onboard a VM using the command "Connect-AzConnectedMachine" while using a Private Link Scope.

@bcd007 which PS module version are you using? we have been supporting private link scope in PS for a while. You can refer to this module gallery.
