Transition to Typedoc 0.17.x

• New Typedoc 0.17.x is out. Simply changing the version from 0.16.x to 0.17.x exposes some private fields and Typings etc. Review and make changes to the settings and configs for Typedoc command -

• Be sure to run and generate the docs for all packages and have it reviewed by all library owners

Even 0.16.x is currently exposing the private fields - https://azuresdkdocs.blob.core.windows.net/$web/javascript/azure-app-configuration/1.1.0/index.html

We are facing the issue as described here - TypeStrong/typedoc#639

• exclude Private is not enough
• Hoping library mode will solve the issue - Support for library mode TypeStrong/typedoc#1184 (comment)
