Document bug: maxRetryWaitTimeOnThrottledRequests is TimeSpan , not seconds

It is not in seconds, it is TimeSpan.

TimeSpan
The maximum retry time in seconds for the Azure Cosmos DB service. Any interval that is smaller than a second will be ignored.
