[Feature Request] Create Kusto queries and update the ICM process.

As a follow up to the July month supportability work, MSALs will use the queries listed in the doc, to check MSAL health for a specific app to improve the ICM process.

• Modify the queries listed in the doc for MSAL Python and update the ICM process to use these queries
• Log data point is_token_cache_serialized as a platform field to use the query to see serialized cache usage, if applicable.
• Make sure the library is using schema version 5 for HTTP telemetry.
