[Bug]: Redirect Citra and Yuzu to functional repo

I've removed the existing manifests in 9cfaf6a.

Regarding adding manifests from forks, I prefer to wait a few weeks until the situation stabilizes to see what happens next. Feel free to open pull requests to readd manifests that install forks, but I won't review them immediately. Also, the forks need to be from a reasonably trustworthy source. It's probably a good idea for these forks to use a different name too.

Not sure how would yuzu and citra redirection to sudachi and lime3ds work (especially since it's separate continuation projects - also the original yuzu forks were taken down, citra forks are still up but for how long? it's more reliable to use these forks it seems)
