Tileset textures completely black on mobile Safari

What happened?

Problems with tilesets on mobile Safari in CesiumJS where textures appear completely black. In first issue KTX2 version of tileset has texture issue but JPEG is OK.

#6477 appears to be similar, but is targeted at billboard textures. This mostly happens when a texture is bigger than the maximum supported texture size on a device.
