Implement Freshmen auth route

For the freshmen that don't get an account, they should have some access to their evals results instead of having to rely on the evals director to tell them. Adding a second flask_pyoidc realm using v2.0.0 should allow us to make a route or two that they can use their packet accounts to log in with
