Peer Connection management

Peers should perform a level of connection management with the following purposes:

- Avoid connecting to too many other Peers
- Be ready to disconnect Peers / Clients that misbehave
- Preserve resources in case of heavy load

Connection management should be configurable as part of peer operator determined config, e.g.
- Number of other Peers to connect to
- Rate limits on client requests
