Eolis bindings updates

Changes include:

• updated EOLIS elevation change dataset, with new uncertainties (this dataset is now available to all Specklia users, which enables users to run the notebooks themselves & supports us adding example notebooks to the insula service)
• updated uncertainty propagation in glacier-level timeseries calculation - less computationally expensive than the original full covariance matrix
• uncertainty propagation for relative dh, accounting for temporal correlation
• filtering of small glaciers where there are few observations & unreliable timeseries
