Feature Description
Management should be able to switch / exchange users with each other.
Example: Switch the user of Iceland in the General Assembly with the unser and of Nepal in the Human Rights Council
Problem or Use Case
Switching users currently involves deleting one user to free up the space. This is wildly ineficcient for a usecase that is not exactly uncommon
Proposed Solution
Like the waiting list assignment, it should be possible on the seats view to switch two users by entering "switch mode" (or similar) and selecting two users
