People with a seat at the conference can assign themselves to the waiting list #383

Describe the bug
Someone who already had a place at the conference endet up on the waiting list. When I assigned a seat to him, his old (and active) seat got deleted. This caused confusion.
Steps to reproduce

Expected behavior
Creating Waiting List entries should only be possible (checked in the create waiting list entry mutation) for people that are not yet part of the conference. In the unlikely case that someone ends up in both places regardless, the waiting list entry should show a warning
