xpay fails to complete payments when HTLC limits prevent routing full amount

1. Invoice amount 1.5M sats to phoenix/private channel
2. lightning-cli listpays null <hash> constantly reported 6 shards totaling in the amount ranging from 200-400k sats between attempts, but never added more due to the limit of 6
3. confirmed active HTLCs via lightning-cli listpeerchannels | grep <hash>

What version are you on? I think this is supposed to be fixed in the upcoming v25.12
