Describe the bug
The liftover component of normalizing NC_000008.10:g.24811065= appears to be failing.
Steps to reproduce
from agct import Converter, Genome
lo = Converter(Genome.HG19, Genome.HG38)
lo.convert_coordinate("chr8", 24811064)
# []Expected behavior
the Broad chainfile tool gets a valid liftover: https://liftover.broadinstitute.org/#input=chr8%3A24811064&hg=hg19-to-hg38
