Mask GeoTIFF

User should be able to draw a box and mask out a GeoTIFF being displayed. This won't actually clip the GeoTIFF.

Could add a simple mask/bbox param to georaster-layer-for-leaflet

In other words this make everything outside a box invisible/fully transparent
