docs: add Portuguese (pt-BR) translation of README

This pull request adds a complete Portuguese (pt-BR) translation of the README file.

Changes include:

• New file: README.pt-br.md containing the full translation.
• Add: Added badges in other README files to prominently link to the pt-BR translation.
