Restore the ability to export a symbol before it's defined #14
Description
974b508 removed Ref symbols, which breaks µCity's style of EXPORTing symbols from source/engine/engine.inc even before they're defined.
rgbds 1.0.0 will be introducing a -Wexport-undefined warning (opt-in with -Wall) since for some people it's probably a mistake to have done that.
