Welcoming new contributors

It is generated by the welcome bot, and can be configured to our liking.

Do you think this could help new contributors to feel seen and welcome?

@yuhattor what do you think about this from a translations perspective? We could use such welcome messages to point people to the respective documentation files, in case they haven't found those yet.

I looked at this bot in a bit more detail now. The only thing that makes me nervous is that I cannot tell how well maintained it is, given that it didn't have releases for a while.

The bot supports these 3 scenarios:

• new issue
• new PR
• first PR merged

I think this is a great approach! It would be very nice if it could be incorporated.
Another idea would be to write issues itself in a more issue friendly manner. ChatGPT could also be used.

@yuhattor I added the welcome bot now, with a fairly simple configuration. (did not test it yet so I hope it works :))

I did not mention the translations explicitly in the welcome messages of the bot for now. However we can certainly change that if we want to:

I figured we first get some practical experience with the bot and then we change it to our linking.
