[Suggestion] Java Block/Item: Improvments to "Format Version" #3204

Detailed description of your suggestion

I have seen a couple people get confused by them (or confused why their model isn't working if they model for older versions), so I feel like these things might help:

  1. Leave the format version empty on a new project and require a user to pick their version before they can start the model. Probably should include a warning telling them that they need to pick one if they try to ignore it. Alternatively a separate window that can't be clicked away after that start window if editing is too much of a hassle for just one format.
  2. A setting that lets one specify a default value it should auto-insert for new models (hence "disabling" said window/warning for users that know what they are doing).
  3. Opening a model without a format_version value should check the pack.mcmeta (optional, if one can be found) and its rotation values to determine what format version it should use (in that priority order).
