menuIsOpen is broken when menuPortal is set

Confirming that this is still broken in 2.4.4, 3.2, 4.0.2

The cause of this bug is that MenuPortal is initially rendered before the controlRef is set and so it bails early here and isn't re-rendered after the ref is set until the user interacts with it.
