Support local tarball packages #1589
Description
These are packages that are referenced as a .tgz file, extracted to the project local Library/PackageCache and compiled/referenced from there. Make sure Rider handles these kinds of packages, both in the Packages node of the Unity Explorer and when generating project files for all kinds of packages.
